The scheme implements a close scrutiny of diamond imports,
requiring rough diamonds to be transported in secure containers and accompanied
by a Kimberly Process Certificate. Imports can only occur from participating
KPCS countries. Seventy-four countries participate.
From its inception Canada has been a major backer of the scheme
and has passed successive legislation to control the import and export of rough
diamonds. Canada has the added advantage
of an indigenous diamond supply, and is now the third largest global supplier
of gem quality diamonds.
